Tokyo [toːkjoː], English: /ˈtoʊki.oʊ/; officially Tokyo Metropolis , is one of the 47 prefectures of Japan. The Tokyo Metropolitan government administers the twenty-three special wards of Tokyo , which cover the area that was the city of Tokyo, as well as 39 municipalities in the western part of the prefecture and the two outlying island chains. The population of the special wards is over 8 million people, with the total population of the prefecture exceeding 13 million.

Based in Kyoto, Japan, the business produced and marketed a playing card game called Hanafuda. The handmade cards soon became popular, and Yamauchi hired assistants to mass produce cards to satisfy demand.
