Minsk is the capital and largest city in Belarus, situated on the Svislach and Niamiha rivers. Minsk is also a headquarters of the Commonwealth of Independent States . It was annexed by Russia in 1793, as a consequence of the Second Partition of Poland. From 1919–1991, Minsk was the capital of the Belorussian Soviet Socialist Republic. Minsk is located on the southeastern slope of the Minsk Hills, a region of rolling hills running from the southwest to the northeast – that is, to the Lukomskaye lake in northwestern [Belarus].

Lukoil was formed in 1991 when three state-run, western Siberian companies, Langepasneftegaz, Urayneftegaz, and Kogalymneftegaz, merged. The initials of the three companies are preserved in the name Lukoil. The central figure in the company's founding was the Soviet deputy minister of oil production Vagit Alekperov. He came to believe the only way Russians could compete against western companies was to copy their business model.
