The Southeast European Cooperative Initiative, or the SECI, has been an initiative that, under the auspices of men like Erhard Busek and Richard... Schifter, has been successful in providing stability in an unstable region and has found support in international organizations and countries. As of 2009, the region has found confidence in its new stability and along with the help of the SECI, has created a Regional Co-operation Council , owned and run by the countries in Southeast Europe aimed at strengthening peace, democracy and the economy in the hopes that the newfound stability can be supported by those countries who not so long ago were the perpetuators of volatility. The SECI Regional Center Headquarters is located in Bucharest Romania. The Southeast European Cooperative Initiative was formed in 1996 under the guidance of then, Senior Director for Eastern Europe in the United States National Security Council, Richard Schifter.

Partnership for Peace is a North Atlantic Treaty Organization program aimed at creating trust between NATO and other states in Europe and the... former Soviet Union; 22 states are members. It was first proposed as an American initiative at the meeting of NATO defense ministers in Travemünde, Germany, on 20–21 October 1993, and formally launched on 10–11 January 1994 NATO summit in Brussels, Belgium. Twelve former member states have subsequently joined NATO. On April 26, 1995 Malta became a member of PfP; it left on October 27, 1996 in order to keep its security intact. On March 20, 2008 Malta decided to reactivate their PfP membership; this was accepted by NATO at the Summit in Bucharest on April 3, 2008. During the NATO summit in Riga on November 29, 2006, Bosnia and Herzegovina, Montenegro and Serbia were invited to join PfP after which they joined PfP on December 14, 2006. Cyprus is the only European Union member that is not participating.

The World Bank is an international financial institution that provides loans to developing countries for capital programs. The World Bank's official... goal is the reduction of poverty. According to the World Bank's Articles of Agreement all of its decisions must be guided by a commitment to promote foreign investment, international trade and facilitate capital investment. The World Bank differs from the World Bank Group, in that the World Bank comprises only two institutions: the International Bank for Reconstruction and Development and the International Development Association , whereas the former incorporates these two in addition to three more: International Finance Corporation , Multilateral Investment Guarantee Agency , and International Centre for Settlement of Investment Disputes . The World Bank is one of five institutions created at the Bretton Woods Conference in 1944. The International Monetary Fund, a related institution, is the second. Delegates from many countries attended the Bretton Woods Conference.

The Council of Europe is an international organization promoting co-operation between all countries of Europe in the areas of legal standards, human... rights, democratic development, the rule of law and cultural co-operation. It was founded in 1949, has 47 member states with some 800 million citizens, and is an entirely separate body from the European Union , which has only 27 member states. Unlike the EU, the Council of Europe cannot make binding laws. The two do however share certain symbols such as the flag of Europe. The Council of Europe has nothing to do with either the Council of the European Union or the European Council, which are both EU bodies. The best known bodies of the Council of Europe are the European Court of Human Rights, which enforces the European Convention on Human Rights, and the European Pharmacopoeia Commission, which sets the quality standards for pharmaceutical products in Europe. The Council of Europe's work has resulted in standards, charters and conventions to facilitate cooperation between European countries.

Maria Cebotari was a celebrated Moldavian soprano and actress born in Bessarabia, Russian Empire , who made her career in Germany & Austria.... Cebotari was born at Chişinău, studied singing at the Chişinău Conservatory, and in 1929 joined the Moscow Art Theater Company as an actress. Soon she married the company's leader, Count Alexander Virubov. Moving to Berlin with the company, she studied singing with Oskar Daniel for three months and made her debut as an operatic singer by singing Mimi in Puccini's opera La Bohème at Dresden Semperoper on 15 March 1931. Bruno Walter invited her to the Salzburg Festival, where she sang Euridice in Gluck's opera Orfeo ed Euridice. In 1935, she sang the part of Aminta in the world premiere of Richard Strauss' opera Die Schweigsame Frau under Karl Böhm at Dresden Semper Opera House. Strauss advised her to move to Berlin, and in 1936 she joined the Berlin State Opera, where she was a prima donna until 1946.

Dan Mihai Bălan is a Moldavian singer, songwriter, and producer. He was born to Mihai Bălan and Ludmila Bălan, a TV presenter. Dan... Bălan has performed eurodance and commercial pop music. Bălan is best known for his part in the eurodance music trio O-Zone, which led to international fame with the hit single "Dragostea din tei". The group was started by Dan Bălan in 1998 with Petru Jelihovschi. They released their first album, "Dar unde esti?" in 1999. However, for Petru music was just a hobby and the group split up. Bălan was determined not to end the project though. He held auditions where he met Arsenie Todiraş . Though skeptical of Arsenie's talents, Bălan accepted Arsenie into the group after he performed Elvis Presley's "Love Me Tender". A couple of weeks later Radu Sirbu took part in the auditions and the official O-Zone band was. In 2001, they moved to Romania. In 2002 they signed with Cat Music, a major Romanian label. Their single "Despre tine" reached first place on the "Romanian Top 100 single Chart".

Alla Nikolayevna Bayanova was a Russian singer sometimes compared with Édith Piaf for her simple yet dramatic style of performance. Bayanova... was born in Kishinev in the family of an opera singer, who moved to Paris in 1918 after Bessarabia decided to unite with Romania. She debuted on the stage as an assistant to her father in 1923, aged 9. By 1927, she was already performing solo. A major step forward in her career was when she assisted Alexander Vertinsky in his famous show at the Hermitage Restaurant, Montmartre. Two years later, her family moved to Belgrade, while Bayanova went on touring Germany, Greece, Palestine, and Egypt. In 1931, she got acquainted with Pyotr Leshchenko, a foremost Russian singer of the time, who helped her to join the Pavilion Russe in Bucharest. She married a local aristocrat, George Ypsilanti, and made several recordings of tangos . After her divorce from Ypsilanti, she signed a contract with the Polish recording company "Syrena-Electro".

Romania is a country located at the crossroads of Central and Southeastern Europe, on the Lower Danube, within and outside the Carpathian arch,... bordering on the Black Sea. Its capital and largest city is Bucharest, the tenth largest city in the EU with about two million people. The Kingdom of Romania emerged when the principalities of Moldavia and Wallachia were united under Prince Alexander Ioan Cuza in 1859. Independence from the Ottoman Empire was declared on 9 May 1877, and was internationally recognized the following year. At the end of World War I, Transylvania, Bukovina and Bessarabia united with the Kingdom of Romania. Greater Romania emerged into an era of progression and prosperity that would continue until World War II.
